I have the honour to enclose copies of corres-

pondence which has passed between the Governor of Hong-

kong and myself in regard to direct communication

between public bodies and individuals in the Colony and

His Majesty's Pepresentative in Peking.

The views which I have expressed to Sir Francis

May are based mainly on the late lord Salisbury's des-

patches Nos. 292 of November 13th, 1885, and 69 of June

3rd, 1887, and on the correspondence which was enclosed

in them.
